Health Alliance Plan Postpones New Payment Policy

September 9, 2004 – In response to the objections voiced by South Oakland Services and other anesthesia groups, Health Alliance Plan (HAP) will postpone implementation of its proposed new payment policy. HAP, one of Michigan’s largest Health Maintenance Organizations, recently announced plans to revamp its anesthesia payment methodology. HAP will implement the coding rules provided in the new plan on October 1, 2004.  However, it is unclear how, when, or even if HAP will answer provider concerns regarding conversion factors and physician fee schedules.

South Oakland protested the proposed policy, citing a conflict in the intended budget neutrality of HAP's proposed conversion factors. Many other anesthesia groups and practice managers also questioned the new policy's budget neutrality.

The HMO will be sending a letter to anesthesia providers this month, outlining their decision to delay implementation of the reimbursement schedule. South Oakland Services will continue to monitor HAP's position on this issue. Be sure to bookmark this website and return for updated information
